130 fines for tempos that don’t conform to municipal regulation
To date, 130 fines have been imposed by the city of Laval on owners of tempos who have not respected Ville de Laval bylaws governing these temporary shelters,
Each year city inspectors issue 150 to 200 citations for infractions regarding the installation of the shelters ahead of the date specified and for installations which violate the minimum distance from the road.

It must be kept in mind that any precipitation that falls from the shelter must end up on the lot it stands on. The shelter must also be situated at a minimum distance of at least 1.5 metres (about 5 feet) from a fire-hydrant.

Although it may not be obligatory, the city’s communications department recommends tempos which have side windows. “These windows allow you to see pedestrians and motorists and for them to see you. This way you will always exit your tempo with greater security.

Communications spokesperson Jean-Claude Beaudry suggests that all tempos which are deemed to put pedestrians at risk should be reported to (450) 978-8000.
Hasty installations
A number of elderly residents complained to both Courrier Laval and to the city

about the November 15 legal date for tempo installations, compared with October 15 in Montreal.

These seniors say they find it difficult to put up their tempos in cold weather. “In mid-October, the weather is still mild enough to assemble the shelter with ease.

Some people who would like to respect the installation date by hiring a company to do the job say that it’s hard to find an outfit that will do it because they are so overloaded with requests that come on or after the date. “Everyone wants the job done at the same time.

Municipal officials disagree, saying that the November 15 date does respect prevailing weather conditions.
